I always compare the first heading with the title of a book. That is the most important heading and therefore also the largest. Usually, that is the H1, but that may also be different heading tags. I will come back to this later. Logically, it is only visible once as the most important heading on the page.
Heading 2: as a subheading
The second header is lower in the hierarchy and is logically the H2. Provided you use the H1 first. Compare this with the chapters of your book. You can use that second header more often. After all, there are several chapters in a book.
Heading 3 and further: further subdivision
I hardly use the H3 myself. Again, the following applies hierarchy. It is a subhead for the heading above. I only use it to further explain the subject under an H2. Think of it as headings above paragraphs in a book. You can easily have a few H3s under an H2. And possibly even H4s below that. Just what you find appropriate.
